Brelston posted a blog over on Capcom-Unity talking about the 12 additional Street Fighter X Tekken characters. He discusses why the 12 characters were included on the disc and not as DLC only.
Official statement:
Capcom has confirmed that 12 new fan-favorite characters will be available as Downloadable Content (DLC) on the PlayStation 3, Xbox 360, and PC versions of Street Fighter X Tekken later this year. The playable characters will make their debut on the PS Vita system when the game is released this fall, with the console and PC versions receiving them as DLC soon after. The character information and files were intentionally included on retail versions of the PS3 and Xbox 360 game to save hard drive space and to ensure for a smooth transition when the DLC is available, allowing players who choose not to purchase the content the ability to play against players that did. More specifics regarding pricing, dates and other additional exciting DLC plans for Street Fighter X Tekken will be shared at a later date. As a reminder, the retail version of the game will be the only disc-based version consumers will need to own and all future upgrades will come from post-launch DLC. The new characters fighting their way onto Street Fighter X Tekken are... from the Street Fighter side... Blanka, Cody, Dudley, Elena, Guy and Sakura will be playable and from Tekken... Alisa Bosconovitch, Bryan Fury, Christie Monteiro, Jack, Lars Alexandersson and Lei Wulong will all be available.
By including these 12 characters on the disc, the idea was to ensure easy compatibility between players who do and do not choose to download the characters when they arrive as DLC. For example, not buying costumes in the Street Fighter IV series means you will not see the costumes when playing another person who did buy them; on-disc characters avoid this issue and allow everyone to participate in the update without additional patches or hiccups. The update also saves on file size - instead of a massive download, there will be a much smaller unlock that brings the new content to the surface.
This move also furthers our desire to avoid a "Super" version of the game down the road. Everything you need to enjoy this game for months (and years) to come will be accessed by the retail disc available this week. When the DLC update does come, it will inject new life and excitement into the game by unleashing 12 new fighters into the wild.
SFxT has a ton of content on day one, then later this year we reenergize the whole thing with a hefty DLC update, without the need for a second disc. And while pricing details are still to come, I can at least say it'll be a great value considering the size of the update - 12 new characters is pretty substantial, after all.
I understand the reaction, but SFxT is a damn fun game with a ton of content right out of the gate and more stuff - all designed to keep this fresh - to come.
So they're charging us twice to play everything on the disk?
In before the, "but it's not DLC, if it is already done on the disc."
It's fine that they want to have DLC, and release it at a later date, but they should be upfront about why they are doing it that way: It costs them money to send updates and content over PSN/XBOX and including them on disc would be cheaper, thus saving them some money.
But they are still trying to sell us what already exists and is there. They aren't giving us the full roster unless we buy it. If you play seriously you have NO choice but buying these characters or else you are at a major disadvantage. It's not like there are just two characters like Shuma or Jill were for marvel meaning it wasn't a big deal on not buying them.
I'm also really curious about why they're calling it "Downloadable Content" when it's already on the disk. There is no download, it's already there.

Typical scumbag marketing. First they put development time to make these "DLC" characters before SFxT is even out. Meaning if the team that worked on SFxT also worked on the DLC that SFxT could of been out earlier. What ever happened to releasing the core game, then using the profits you got from selling the core game to pay developers and animators to CREATE THE DLC?!
The 12 already completed DLC characters will be unlocked AFTER the vita version is out, meaning all this is just a ploy to get you to buy the vita version that no one would buy normally. Thanks Capcom.

This is nothing new at all. Have you seen COD? They have map packs already being made on the disc, only you have to wait for it to be released in the future. Think of it as a DLC unlock key, you unlock it by purchasing the content.
Ok so 38 characters in a Dream Tag Fighter between SF and Tekken is enough? Is that really " The Largest Capcom fighter roster to date " - Seth Killian. If so then you better add 8 more on top of that 12.

They're not releasing them right away because they want you to buy the Vita version. Look at it this way, they can't release the Vita version and the PS3/XBOX360 version at the same time, because no one would buy the vita version. So what do they do, they release SFxT for consoles first. Then they wait a couple months (who knows the vita version is probably already done knowing capcom) then they release the Vita version with all the extra characters so you buy the Vita version if you want to play them earlier. Then after they've sucked every penny out of your pocket they finally release the characters that were already completed months before on your disc for more $$$
My biggest problem with this DLC crap is the tournaments. Why hasn't anyone mentioned that fact that for a tournament all the characters will have to be unlocked on every console. Sure you can load them on to 3 consoles or whatever with one account, but tournaments are so big nowadays... Tournament organizers are going to be forced to buy multiple couples of every character or just not have them in the tournament. What if a tournament doesn't load the characters, players who use them will be screwed, and if they do load all the characters, the organizers are going to have to dish out... I don't even wanna think how much money will be spent among all the tournaments just so players can use the characters.
@Algorithm, it depends on the game really. BlazBlue started with what, 13 characters? Each character was very unique so those 13 characters justified the price. In SFxT we have a large cast to start with, and though they don't all have characteristics that completely distinguish them from eachother, at the very least the games characters are highly stylized and graphically there normals, specials, and supers are unique enough. I'm thankful that this game is coming out, it really is time to get hype.
Just because this practice has been done to death doesn't mean it's acceptable. And it certainly hasn't been done to this degree. The issues for the characters are minor at best (Elena's cross art inflicting tons of damage is easily fixed). I'm not paying for something a hacker can fix for free.
The funny thing here is that no matter how much hate CAPCOM gets for stunts like these, people would still buy the game anyway, and CAPCOM will continue to push the envelope even further.
Me personally don't care if it's on the disk getting it anyway 60 as it stands with all the features isn't a rip off I think now I ain't getting any gems but characters heck yea I make my own money and I have a choice like everybody else whether you want the extra content or not kof DLC prices for 1 character was way high halo releases mappacks for the price of a complete game And fighting games can give you years of fun I still pop in my old games so if I spend 100 dollars and play the game for 12 years cheaper than going to a bar for 12 years

If they want to get mad that's fine. But, make sure you know what's going on before you do. Most of the time you need to install the game to your hard drive{for PS3, I'm not sure for fighting games on XBOX360). And that alone takes at least 1GB of space. And I'm sure some people have those 4BG XBOXs that came out about a year ago. And taking into account that each of the Mortal Kombat characters took about 70MB each then multiply that by 12 and have close to a GB of space. Also, cost money to have DLC kept on the servers and I'm going to assume the larger the DLC the higher the cost. So its more cost effective to put the bulk of the DLC on disc if possible.

This is a lot like Ultimate. Release 1 game, Evo happens, release 12 new characters, maybe even a balance patch.

All DLC means is additional content to add to the core game. Alot of companies have on disc DLC. Its just not meant to be part of the main package is all which is why its locked.
I could've sworn this was explained already when Marvel came out. How quick people forget. Sucks you'll have to pay probably a total of 100 dollars tops for a game for the year.
Its really not alot of money considering everything else people waste money on without even realizing. Everyone would have just been fine if it wasnt on Disk. You'd have to pay for the characters regardless.

A very poor reason, especially since NetherRealm handled this issue much better than Capcom did... people would probably feel less cheated if they released a compatibility pack like NR.

DLC is going to be like $15-20. If they priced the game with access to 60 characters for $80 most people will say hell no due to sticker shock.
You charge regular price then 6 months later give access to more content the initial purchase is spaced far away enough that most people actively playing the game will pay the additional $20. While at the same time re-energizing the game like SF4 to SSF4 to SSF4AE did. These types of games need updates to stay fresh.
Marketing wise it makes sense cause at least half the pissed off ppl here will still buy the game AND pay for the DLC. It doesn't make the tactic suck any less for the consumer though.
oh and new years eve i believe a law was passed that american citizens could be detailed indefinetly without trial and they are trying to pass a law for marshall law maybe people should be protesting that instead of a capcom game that they have the choice to spend there money on to me looks like all these activists are fighting the wrong war here lol jokes
What irks me is that they still haven't announced the pricing for these potential DLC characters/Gems/Alts. On top of that the Vita version will have all 12 characters included at 1 price where we will probably have to dish out $40- $60 for these characters. That's what's bothering me.
DLC content is fine but to have to shell out more money than another console who has it all intact day 1 is really stupid. I don't plan on spending $300 on another gaming console just to play SFXT + new characters are they stupid? Well Apparently not. As much as a fan of the fighting genre this is a slap in the face. Gems will cost you alts will cost you heck pretty soon breathing fresh air will cost you.

What makes you think people aren't doing both?
You notice they didn't mention Pac-man or Megaman? So they must be timed exclusives to Sony... 360 owners might have to wait a year to get their hands on them. Anyway I feel proud to be one of the early people to bring the scam to the public eye. I just feel bad that I get to play the game with all the fully goodies and you guys will likely have to wait a good 5-6 months. If you're lucky there might be a PC hack soon after it launches.

@27 I'm not sure if you've ever read a EULA, but that's exactly it. You own the right to play the content on the disc, but what content that is it up to Capcom. Oddly, this has always been the case, but the extra content would just end up as garbage because there was no way to deliver the finished product post-release as there is now. The funny thing is, by doing this they've pretty much ensured that there won't be another disc released (yay!), but by leaving enough of the data on disc (really, ALL of it is obviously not done) people feel alienated (boo!) and they can't win because on-disc dlc is the core game and people won't stand for it.

How many characters are necessary for the game to function? I'm sure the game will play perfectly fine with just Ryu, Ken, Kazuya, and Nina.

Why is everyone going ape-sh!t like this is the first time it's happened. All of the SFIV and SSFIV costumes were already on the disc. And Capcom isn't even the first company to do it. God of War III, King of Fighters, and Soulcalibur V did too but no one is griping about it. Well at least not that I know of. What I'm getting at is that don't treat this situation like Capcom is the only company doing the on-disc dlc because just about every company every company that puts out dlc has done it.

Also, some games have an 'online pass', an activation system for games featuring online multiplayer. If you bought the game secondhand and the code was already used by someone else, then you would to have to purchase an online pass if you want to play online. Think of this as a tax. Games like MK9, FIFA, Battlefield etc has an online pass and if Capcom really was that greedy, then they could've easily charged you to play online if you buy used Capcom games.

The game as it is now already justifies its full price. The DLC characters do not all of a sudden make the current game incomplete. If there was no DLC characters everyone would be fine with how the game is. Your only bitching because you think your entitled to them.
Capcom never gave you the 12 characters and then took them away. your not owed anything and you dont own the rights to their DLC content just because they choose to save everyone the trouble of downloading a SFIV AE sized patch by sticking it on the disk.

@Fightinfan69 - They would be crazy to charge $40 or more for the DLC. They can get away with a disc release update for $40. That is way too high for your average DLC especially considering that the content is already on the disc. DLC content will not go above $25.

Yeah great value for their wallets. Im guessing they will think we're thankful for the extortion price they and we should be happy for the price but mark my words and remember them, you'll be wondering what the benefit of DLC in comparison to a super, hyper or ultimate version as it will probably equal the same overall, maybe even more if capcoms fair and valued dlc pricing history is to be considered.
This "we've listened to you we're making it all dlc.....but it will cost you the same as the re-editions" is just a clever marketing con which cashcon has thought up to reap more of our money
Everyone, go into to your downloads list or whatever and check how many add-on files are listed that are only a few kbs or mbs in size. That's how many games you've played that's done this already.
I'm a legit guy who buys DLC, but this whole failed attempt at "making the game exciting" and prolonging it's lifespan by incuring additional charges to create a complete game experience, several months down the road, with content that already exists... well, it just makes me wanna hack the game to full accessablity, asap.
The desire to hack the game is partly due to entitlement and sense of ownership of the disc purchased. But mostly I desire to do so out of plain ole spite.
This is one of the stupidest things I've seen Capcom do.

Sounds like capcoms just being lazy. Theyll use the 12 characters on disc as the future DLC so they can take it easy and sit back and not do there job knowing that they dont have to work on any DLC for a while.
