Judging from the pictures what I think is happening is Capcom is exploiting us with DLC once again and we'll just eat it up and let them continue get away with it. 12 characters? That's nearly a quarter of the roster (exactly if you don't include the side characters) and while I'd like to believe they just aren't ready and are being made DLC so the game gets released earlier Capcom's track record with this stuff doesn't give me a lot to put faith in
I like that Pac-Man's ending is cartoon stylized, seeing as he's getting a new cartoon show coming up.

So true, Elena especially should be freezing. Maybe Pandora's Box provides warmth to its surrounding area.

And for all we know these are just the endings on the disc and not the characters themselves... Well frankly I do not care.. I am just stating this is a possibility for those who love complaining about DLC. <3

It's their game they own it they can choose when and what they want to sell. Don't like it don't buy it. Either way no one cares if you cancel your pre-order I doubt capcom CEOs are shaking in their boots.

I Agree with you BestAlgorithm but some people are too stupid to know why this is Evil but i will explain it to them in a short report after i see the models.
I don't understand why everyone gets upset when they discover that things on the disc that are digitally locked. You are purchasing SFxT knowing fully well what's included in the package. We knew beforehand that the 12 chars were going to be dlc. The contents may be on the disc but from the beginning was meant to be dlc. When you purchase a Windows OS software, or security software, or any software packages for that matter, you are offered basic or premium editions of the software. If you pay more you get more access to features and functionality. It would be nice to get all 12 chars for free and included in SFxT but do understand that 12 chars = a lot of resources and cost. If you own Capcom you would do the same exact thing. Don't think it's worth it, skip the dlc or wait for a bundle. But at the end of the day, their goal is to maximize on profit so that they can continue to make great games.

look bro if games cost the amount of money a company puts into the game then why do games go down in price? because if you say you judge the price on the amount of work or content they did on the game then why do games go down in price if they get a bad score regardless of effort? Take Duke Nukum for example. That game was worked on for more than 12 years but got a GOD awful score. Why isn’t that game over 1000$ instead of 10$? If you say that it didn’t sell well and they had to lower it to a reasonable price then BOOYA! I just got you because now you say that you don’t judge a game’s price on effort or the amount of content it has but on how good it is. This is another good reason not to buy any DLC because if they don’t make a reasonable profit then they most change their marketing strategy.

Well i'm annoyed like everyone else that the fact they are on disk but we can't access them i am happy dudley is in the game as he is my main in SSF4, i've been begging for his reveal very happy, I am also intrested with the lovely elena teaming up with dudley i wanna know the story between them and i wanna see how they react in the ending with pandora box, Looking forward to DLC. I guess i'd want them now tho.

I'm so disappointing in capcom for doing this... DLC should be that "Downloadable Content" putting the characters in the disc to avoid hosting fees it is very lame.
I was about to pre order the game but now I will wait for a price drop of $40 or $30. This is wrong and I will not support it.
Costumes are optional but locked characters its just wrong. I can support this anymore at least not at full price.

we all knew this was coming from capcom, so it shouldn't be a surprise to all. Capcom has been milking street fighter series for over twenty years with the same rehashed, repackaged and refurbished content since street fighter 2 than street fighter 2 championship edition, turbo edition, super street fighter 2 turbo, etc, etc.
But, in all honesty, most of you will just gobble up anything related to capcom fighting games, this great marketing that worked since 1992 and now twenty years it 's what has revitalized the genre itself.
Doesn't bother me that they're on the disc. I much prefer when DLC is on-disc, because then you don't wait an eternity while the game says "searching for downloaded content".
If the chars weren't on the disc, the game would be worth the money. The only thing changed by the fact that they are on the disc is the fact that loading times will be quicker.
Is DLC a way for Capcom to make more money out of the game? Sure it is. But instead of raising the price, they're keeping the price and the standard pricepoint and if you want extra stuff and can afford it, you can buy the extra stuff. If you don't want it or can't afford it, no-one will force you to get it and you can still play the game and enjoy it online and play against people who have the DLC chars.

maybe that could be the reason but dont you think its odd that they become SOOO secretive and trolling on releasing one character that they straight up release 12 new characters all at once? and right before the vita is about to launch no less. its obvious that capcom is being a prostitute to sony right now. if you dont see whats coming your a tool ( no offence )
according to that googledocs link the models for the characters are on the disc. Also ShiroiKaze said he submitted them

I don't get all the hate... I mean, it's ok to complain about dlc and all, but we all knew they would come as dlc, so at this point what's the difference between having them already on the disc and having to actually download them, since you would still have to pay?
Is it because you don't get access to something you physically bought? If they weren't ready and playable on the disc, they would be ready and playable at Capcom's dev team's offices, but since it was decided long ago to have those characters as dlc, it makes absolutely no difference... at least to me...

The difference is that they're making us pay more to use what's already on the disk we bought. It's like making you pay to use the radio that comes with your car.

It's not the same. Everything doesn't come with your car. You can buy basic or buy the same car with everything included

It is exactly the same. When I buy a car I get access to everything in it. When I buy a disk the exact same thing should apply.
Can someone please explain to me why people are against that idea?
I have to ask, who all here play games other than fighting games and have a decent understanding of how the game industry works on the consumer side? I ask because it seems like a lot of people are naive when it comes to "exclusives". It used to be that exclusives were strictly on one console and that was the end of it. However, companies seemed to have squashed that in an effort to make more money. So what happens now is that console companies provide some sort of service (or payment) for TIMED exclusive content. So in the case of SFxT, of course the mascots were going to be timed. But I wouldn't be so quick to laugh at PS3 owners, as 360 owners will likely have to pay for the two characters. Personally I wish exclusives would die but it's not going to happen any time soon.
As for the rest of the content, I wouldn't be surprised if SOME of it is on the disc. I could be wrong but I suspect that because companies have two different teams with two different budgets for the core game and DLC, they probably wait until the game is nearly complete to cram as much of the DLC data onto the disc. It's not all of the DLC. At best its unfinished character models. That way they decrease the file sizes needed for the DLC (making PSN/XBL store costs cheaper). Of course the obvious benefit on the consumer side is that you're not waiting a ridiculous amount of time for a massive file to download.
Again I don't know if that's 100% the case, but that's been the reasoning in the past. People like to cry about on-disc DLC but at the end of the day how DLC is create and how it's priced doesn't change. So take your pick. Do you want the illusion of "this is better because I'm not paying for content that should already be there" and spend an hour downloading files, or do you just want the same content at the same price faster?
