Up next CCG|Air has put together an extremely detailed guide for the Ryu vs. Vega in Super Street Fighter 4 Arcade Edition v2012. He goes over almost everything you would need to know from ground game, counter's, wakeup situations and much more.
Ground Game:
Far Range: This is a good spot for a Ryu player to keep Vega at. The reason for this is Vega has, aside from his two ultras, no easy way of beating fireballs on reaction from this range. EX Sky High Claw can beat fireballs if you’re psychic, but not on reaction, and most full-screen barcelonas that attempt to bypass Ryu’s zoning can be hugely unsafe and not entirely worth the risk. EX Sky High is also unsafe on block and can lead to a sweep by Ryu, which is a nightmare for Vega since it sets up Ryu’s scary frame trap pressure. As long as you’re aware of Vega’s down charge, you can easily harass him with fireballs. What you want him to do is jump over them; because that basically means you get to jump in on Vega for free while he lands, since he has no AAs that are invincible. In order for Vega to mitigate the severe problems of being zoned out by Ryu’s fireballs, he has to walk forward and block each one at the latest time possible, and also be ready to anti-air Ryu or run away if he ends up jumping. This is a strong range for Ryu to be at, though, because as long as Vega is outside of c. hk range, he can’t really touch you. Use fireballs to trap Vega into an undesirable situation and set up your devastating offense. Vega will likely focus a lot of fireballs in order to build up ultra, so don’t be afraid to throw an EX Fireball here and there just to keep him on his toes and maintain positioning.
SuperScrubFighter4 has uploaded a nice technology video for Relius Clover in BlazBlue Continuum Shift Extend. This is about an hour long but it's really nice and they go over a ton of different situations.

Air didn't actually write the Vega guide. That was all Jozhear as Vega's writing... Air didn't give him the credit he deserved. Air did f--k all to the text Joz gave him.
