Can anyone explain how Chiba=Makoto manages to successfully bait Tokido=Gouki into throwing a fireball and catches him fair and square with Mak's Ultra 2, but somehow it doesn't connect???

You can see her descend right into the middle of his recovery frames, but it misses and leaves Chiba at a match-losing disadvantage.

I'm sorry but that is f*cked up- Chiba won that round fair and square, there was no way that Ultra 2 shouldn't have connected at that moment.

Chiba did the Ultra a little bit too late and Tokido was able to backdash - that's why the Ultra whiffed.
