The whole roster except for Poison has been in previous games, so that doesn't help.

Also, Shuma confirmed to be the worst character in Ultimate and SFxT confirmed to not have a story line outside of cinematics.

It could either be Balrog from Seth's SF2 days (which is the most likely), OR in an interesting twist, it could also be Oro from his SF3 days.

Those two are the only ones off the top of my head that I think of when Seth says "one of his old characters".
