He's wrong about Ultra II not getting guaranteed chip damage anymore... the announcer sucks! He needs to watch great Seth players in AE, aka Poongko... because he figured it out. It's called meaty tanden pull-in, then activate it. You can't get guaranteed chip damage unless you get a knockdown though. Maybe that's what he meant.

No OnlineTony dominated the first set and then started off the next set with a perfect and was going for another one until ToXy brought it back with a stun for the win(lolSeth) and then the next round accordingly. Tony seemed crushed but went on to win 2 straight the last being another perfect.

That's why you do it from a distance, and then if they do a reversal, you'll already be recovered from the tanden pull-in. The pull-in has to be meaty. After an SPD, you can dash in once, then activate HP tanden pull-in. Then you're free to do Ultra II, they're stuck in the pull-in stun, even if they're blocking. Teleporters can't even teleport away if you've done it correctly (that is if they've already been pulled in, they can still reversal teleport on wakeup, but if they didn't do right away and got caught by the pull-in, blocking or not, they're either dead, or can be chipped out).
