It's a classic that you can't play on an HD system today or online anywhere else (legally).
That fact alone has a ton of value.
That said, there are other answers to the question that would cause me to give away details that won't be revealed until a few weeks from now.
The gameplay is unchanged... and we didn't redraw or add characters. But that doesn't mean there aren't a load of considerations that fans will find of value. You're just going to have to wait and see. Sorry I'm being so vague.

Hopefully we get a full rendition of 3S. If all we're going to get is online capabilities and an "updated look" then I'm going to wait for people's opinions first before I try it myself. Only time can tell.
What could have cost so much money if they didn't redraw the characters? Only thing I can think of is that there is a crap ton of online modes for the game. Replays, leaderboards, following people on the leaderboards, same stuff as AE. Even then that doesn't make sense. Seth said the guys might have got new rims... maybe that's it. =P

Hopefully the money is going towards a netcode that is actually good. I'd rather have the modes from the Anniversary Edition with a good netcode than the meh netcode and a new coat of paint over the game.

when I heard "high-budget" and how "(we) are going to wet (ourselves)", first few thoughts that popped into my head were "new characters", "new balancing", or "a new refreshing look". But they've DEconfirmed ALL of them. I mean leaderboards, online support, and a bunch of cheesy single player modes would be nice, but that wouldn't live up to my personal expectation. I guess I should wait and see..... Plus i'll probably buy it anyways. -_-
there are 2 things that would make this game interesting.
1. You can pick which version of a character you can play as, like 2nd impact Ibuki and Sean. The same way Hyper Street Fighter II works.
2. All stages from New Gen/2nd Impact 3rd Strike in one game. Also, stage select as an option. Unless I'm remembering wrong, stages were random in PS2Xbox and dreamceast versions of the game.
If this happens, then I can "sort of" believe that the budget was higher than HD Remix, a game that redrew everything, and made gameplay tweaks. Unless they were paying the HD Remix team Peanuts.
If they added a character it would be Fourth Bomb.. and if they redrew everything and rebalanced then it would be SFIII:3sOEHDR.
If they really are spending that much money and its not going to graphics or new characters.. this only points to one thing...

I don't think anybody with a realistic look at 3SO is the least bit shocked at this information.
I mean did some of you HONESTLY believe they were gonna add new characters? Seriously, it's like Capcom announcing "Alpha 3 Online Edition coming to PSN/XBL!" and then you say "I hope they add Rufus and Juri!!!" and after they aren't added you get upset.
It's just the same game older players know and love, but with online capabilities.
I really hope the budget went into the netcode. Great netcode is crucial with all fighting games. Just ask MvC3 online players. Next thing I'd like to hear is release date info, but we probably gotta wait until E3.

Well, Since I have both the PS2 version of SF: Anniversary Collection and a working 60 gig PS3 with full backward compatibility, me and my large group of friends burst into laughter at the pretentiousness of that reply.
Aside the triviality of offline play (we haven't bothered playing in any online modes at all, among our group there isn't a damn to be had about what can be found online since local, live competition is both so readily availably and superior to online play.)There seems to be nothing more than empty boasting to a company still trying to make a failed entry in the series work when the only good SFIII can ever do is the exact thing it already did the last time:

I agree with you. All I want is 3S! No added characters, stages, Re-drawn crap (The game is still beautiful), none of that - Nor did I expect them to add any of that stuff...not until capcom says...

That's what's got everyone like "OH WOW NEW CHARACTERS!" because what else could Capcom possibly do to the game to hype it up? An awesome netcode would be great, but hardly anything to make my Johnson stand at attention.
I still feel like they're missing a HUGE opportunity to improve this game by fixing the well-known balance issues. Why would they re-release this game knowing that it has balance problems, and not try to fix them. SF4 had pretty solid balance so I have faith that they could make it work.
And to appease both crowds, they could have an option to turn the new balance changes off. That should appease the purist crowd who don't want them to touch this game.
If you could pick which version of the character you wanted to play as, say goodbye to all the 3s iterations except for the characters that were included with 3s like Chun, Q, Makoto, and Remy. Almost every single character was better and more broken in NG and 2I than their 3s counterparts.

Just give us 3s with a good filter and completely remix all of the awesome music to make it even more awesome, and menus and junk.
I didn't expect them to add new characters or redraw since the game is dated now and they know 3rd strike is a game for the hardcore. If ggpo isn't how it'll play online, the net code will inevitably be worse.
They said the MvC3 netcode should be as good as SSF4, if not better but that's certainly not the case.
@ #26: I get it, man. Trust me. But 3S is its own monster. With an established character roster. Has been for a decade, so chances of seeing new characters added to a game that old are microscopic.
Your best bet for those characters is SFvT. And even then it might be full of SFIV originals.

While I wish they would as well, the answer to your question is pretty obvious: there is not a sufficient return on investment projected for them to do that. Street Fighter III was not particularly successful compared to the other games in the series, and can't be expected to sell anything like HD Remix did, for example. It would be a waste of money for them to put in the many, many hours it would take to rebalance the game.

People, the game lasted 10 solid years easy because the game was "balanced" with the Parry system. Characters may seem to have better properties with special moves or combos, but as long as you could master the parry, the game now became another level of skill, spacing, and mind games...not like SSF4 where it's chuck projectiles and wait for a jump to anti air attack, or wake up scrub ultra to get back in the game...not to mention mashing jab hoping it will land so you can mash out a linking special move...thats just wack!

10 years of the same couple of characters and everyone else as an also-ran: that's only "balanced" if you redefine the term to the point that it is meaningless. You can't blame people for questioning if they still want to pay for it (again) when they've been told this is not the case.

As long as we can find matches online fast ill be happy because mvc3 is a joke connecting to matches. Sometimes it works really well and sometimes ill be in training mode for over 30 minutes and still the game hasn't found a match.

I've been following this SF3 III Strike:OE news since its announcement. Read discussions on many forums. Pretty much everyone agrees no one's going to wet their pants because of some netcode and leaderboard copy/pasted code.
The sneak peak art of new stuff we thought might be menu items and old stuff(Hugo/Remy) look too far apart.
I think everyone will wet their pants actually as everyone is looking at the info all wrong.
Svensson has said they are not altering SF3 III Strike:OE. He never said they are not packing a new SF3 version with the original.

Emulating 3S is stealing. "Why should I buy 3SO when I've been stealing it for years" is not a valid point. How do Seth and Sven keep their cool with these people? If you legally own the game and mention that in the question, fine. If you stole the game and lie about it in the question, fine. Admitting that you're stealing the game like it's your God-given right because it's the only really viable way of playing it with other people right now, and THAT makes 3SO less worthwhile? Complete nonsense.
There could be a number of things they add to the game besides characters, colors, balance, etc.
For instance, maybe they'll have a really in depth tutorial mode (like VF4) where it walks you through every facet of the gameplay. Going further there could be advanced parry mode which teaches you tactics for parrying against every character, as opposed to parry training from the old 3S ports. Maybe there will even be a character learning mode where Capcom has taken input from the top players in Japan and created a tutorial for each character so new players as well as 3S veterans can learn everything about each character. Also I wouldn't be surprised if there is some form of trials for every character, much like SF4.
I also like the idea of a Hyper SF3 mode where you can select any version of the characters, but if they have this it will probably be tacked on like Hyper SFA in the Alpha Anthology.
Another thing, I'm pretty sure they have to redraw every background in the game due to the low resolution of the original and the fact that if those backgrounds are simply enlarged and enhanced, they'll look quite ugly.

If all I wanted was playing 3S online, there wouldn't be any need for this.
If the budget isn't there to...(since the rest of the obvious changes have already been denied) combine assets of all three versions, my only guess would be to dump the money in marketing and marketing research.
I don't play 3S on PC, but it's pretty gay they are shutting GGPO down for it on release. GGPO isn't there just for pirating online.

You need to learn what being forced means. You don't have to rebuy the game on PS3 or 360. Capcom isn't holding you captive until you buy it or something.
I think this is going to be an epic letdown. No new characters or redrawn sprites? Either of those things would be of the best possible additions to the game...

Thats awsome and yes im happy but thats not something to "wet yourself" about. People like have been asking for that like forever and they expect this game to use GGPO so it's sort of a given. To not use GGPO would be just dumb.
Having said that, after hearing about no new characters, no new sprite redesigns, and no rebalancing, I really have no idea what it could be because the only thing hardcore fighting game fans care about is perfect online, balancing, and characters. So far we have yet to hear about the online part and thats only a third of what people want that they might get.
I remain skeptical but hopeful, if there is such a thing. I have some other ideas they might throw in but I won't mention them, I want to pretend I am suprised.

@Creeper: There's no reason for them to be mad, they don't have control over what people do. You can play nearly anyting "emulated."
For those complaining about the lack of redraw:
Capcom prolly has the original art assets available somewhere in high resolution. In that sense, they'd just re-render the art but in higher resolution which is IMO much better than that Udon art garbage we got in HDR.
Aside from netcode/online features (probably pushed since it's ONLINE Edition) I think it might be more towards:
*Music - This topic hasn't seemed to be touched on by Capcom yet. There was a option in the console versions to have a remixed BGM.
*Story - Bring up more story development, which spawns my next two points
*** Cutscenes - FMVs of Intros and Ending scenes? and/or
*** Video - Think this might be bundled with it's own lil movie? Alpha, 2, and 4 have movies, don't you think 3 is due for one?
If it's anything big, I'm hoping for the video =)

Damn seth just $h1tted on us. Perfect online play, a couple new modes. Maybe changing everyones arcade endings, more colors and taunts. No balance changes or additional characters. Maybe more stages, cool music, trial mode, training mode. Dont think i jizzed myself, which i was really hoping for, but iL still buy it non the less. Just hope its price matchs its product. Dont wanna spend 20,30, 40 bucks on pretty much the same game with the addition of online play. AE's looking pretty good if you ask me. Cant wait for sfxt. Well 19.99 or 14.99 is pretty reasonable if you ask me. Dont see 3rdS OE to be a huge seller in the US. Well capcom will get its moneys worth of a dead game. Better be put into good use in sfxt or future dlc's for AE.

That's why they're doing it, cvs: they just want to milk their unhealthily obsessive fanboys one last time. Except now they've learned that they actually enjoy the game being overly technical and only three or four characters being playable, so they're exploiting the HELL out of it.
The tier list isn't that messed up imho. I've been playing it for a long time also and when SFIV came out i didn't even believe it could be better. I haven't played it against that many people because of the no online. I've played exactly one person actually. I've played Chun, Yun and Yang, Ken, Ibuki and Necro mainly and didn't feel one was that much more powerful than the others. But I refuse to abuse the traits of the characters that would make them overpowered. I also refuse to do stupid vortex tricks with Ibuki on SSFIV all the time because just following the easiest path to victory to me doesn't feel like playing a game at all. I already have a boring job to make my money with so I play games for fun.
As for 3SO; I'll take the people that abuse the strengths as a challenge. Winning the match isn't everything. You'll get better, they won't.

No to be a dick, but never playing online and only playing against one other person kinda negates the validity in your complaint.
The tier is very messed up and if they don't want to fix it, they don't have to. But I think it annoys everyone that isn't a diehard 3S purist because this is really the chance to right a wrong.

I'll say it again, be able to pick which version of a character to play as, and all the stages from previous versions of the game would make me "wet my pants." Filters, Widescreen, and Online are a given.
Don't matter if characters in 2nd Impact are "broken", online rank matches should be locked to 3rd strike, like how HD remix can have you pick between Old New and Remix characters.

I do believe we have the same opinion sir. And I do wish everyone shared it. No balance changes = this being the most amazing option possible.
more like no balance changes = most amazing option for 3s purists ONLY.for every1 else a complete let down and a inevitable waste of money for capcom. they'll be lucky if they make a 1/3 of their projected earnings with this farce.
I enjoyed playing 3s back when it was all we had but it was never truly sf.just another game entirely that borrowed from the original.now we have a true successor to ST and sf x tk on the way this game being rereleased w/o the balance update we all know it wouldve got back then just so 3s purists can shut up isn't worth the budget backing it.
If I can remember correctly all the sprites in SF3 were hand drawn. So like any animated media to make it HD all you have to do is scan the sprites and all the other hand drawn assets like the layered background art in at a higher resolution. Which would cost Capcom a great deal of time and money. Thats not even accounting for placing the assets into the game engine.
Sprites for SF3 were hand drawn + scanned, but coloring was done digitally, so there isn't some easy conversion process to HD. Anyway, we already have an Ono screenshot that tells us the original sprites are just ran through a filter. Any redraw is only going to come from the UI and stages.

maybe they just redid the resolution of the sprites or something. They probably added an in depth Virtua Fighter style training mode.
@120: Kuroda's one of the best 3S players, and he's played for YEARS. The 'if he can do it, so can you' "argument" really falls apart there.

the suits at capcom are geniuses! re-re-re-releasing a game who's tourney scene is dead here,but still has a decent amount of players who still play desperately trying to keep it alive?the suits know they can package the game however they want and know just the fact that its "arcade perfect" and playable on next gen console these suckers will eat it up! if it comes out with a $30 - $40 pricetag (which I'm calling it right now @ $30) they"ll be laughing themselves all the way to the bank!
Not to sound cynical, but it more sounds like being charged for something people were playing for free for years, if they're not changing/adding anything to characters. Online play seems like the only addition, as of now.
