Long story short, if you use Steam, and you use the GFWL interface within AE, it can lead you to believe you can buy and use the costumes on sale now. You cannot, and there is nothing to indicate in the purchase process that steam users are buying something they cannot use.
It's obvious why its so cheap .. The PC guys can get it for free if they want or can EVEN make their own .
They have to do something about it so they made it dirt cheap to warrant a look from them .
Still ALL 103 costumes with each one having 10 different colors is a BIG steal .

You can make them by 'modifying' them. As far as I know anyway.

I'm not sure if GFWL has changed since the last time I bought DLC, so this could be incorrect, but anyway...
The option is not in-game. You have to open the program (from your desktop, or wherever) and login from there, there should be a way to look for DLC, the costumes should be there.
But as previously mentioned, don't bother if you use Steam, you can't access the costumes even if you bought it, just wait for it to come out on Steam, the 26th.
@9: If I want to see a costume on my character, I download it. If I want others to see a costume on my character, I buy it. I'll buy it, guess why?
No info about costume packs relase on steam? I know CAPCOM said "about a month after PC game relase", but any other info?
