What's his health difference while only in boxers?

Arthur... a good character. With regular armor, defense is okay. With powered up armor, defense as well as attack increases as well as moves gaining different properties. With no armor, his defense gets weak meaning low defense... you go down fast.

I'm going to be honest, this character preview was pretty lacking. But that's how TV is, I guess.

I heard somewhere that the scene already released MVC3.

I feel like they got the balancing wrong with Arthur, the golden armor should give him amazing def if the boxers give him almost Phoenix level def.

Well, on my Mobile right now, but I hope he explains why his normal and boxer health...if its only 800,000 with the armour (according to that chart), then that's to low, IMO.
