Level requirement near an ability was already explained on the capcom-unity site, post about Phoenix Wright's cards. They just represent the "might" of the card - from weakest lvl1 effect to strongest lvl3. Hyper combo gauges has nothing to do with them.

GET HYPE! I really hope they didn't neglect local Vs. H&H mode so we can get some crazy side matches at WNF and stuff. Though, since it's confirmed you can take H&H to training mode, you should be able to just turn off infinite life and super meter, and give control to second player.
