From other screenshots it almost looks like they are using Xsi/softimage (unfortuanetly).

liluoke, there are alot of animals we haven't seen that live in the water. And Mike Haggar got tired of looking at the Statue of Liberty that's why you see a giant statue of him instead in the city construction stage.
