I love playing as Guy, he's my main actually, but he has got to be the most punishable character in game

Hozanto can be stopped with normal spam ex version is laughable
tatsu has no upper body invincibility thus can be beaten by a higher hitting normal (also HK can only hit airborne opponents and due to the the aforementioned hittable box issue you're lose in air to air unless you are psychic) is also can get jumped over by most of the cast and it doesn't hit behind him unlike all other tatsus in game and
bushin chain if blocked theres isn't enough stun between the 3rd hit and the 4th hits thus you can punish it the attack it more of a special move than a target combo which is why its not called target combo 2
i've had blankas duck ultra 2 (no idea how that happened)
bushin flip want to stop that? DUCK its not an other head so if you low block you have nothing to worry about
run neck flip (over head) loses to most normals
run slide the hit box doesn't even last the whole animation of the attack and the recovery is saddening you can FA it and hit a level 2 punish it

I'd rank Guy as a solid mid-tier character or mid-low-tier. He does have some weaknesses as pointed out, but I've watched a lot of Guy videos and his corner pressure along with his anti-airs are amazing (not Guile amazing but they are good, lol). He has some good tools to deal with a variety of situations if you observe your opponent. Of course he will be better in AE, he had many problems in Super that have been addressed! ;)
Every time I fight a Guy player I have fun, they seem to really like the character and actually try learning him.
Also, who wins the match-up between Fei Long and Guy? xD

Most of your examples are silly things. No one should be doing a Bushin chain if it's blocked, that's why you hit confirm. If Bushin flip was overhead it break the game, completely break it. Run slide would also be ludicrous if it was safe on block. The only attck that need better frame data on block is run-overhead.
bushin flip needs to be over head or larger hit box with more priority and give him a smaller hit box on where he gets hit.

you asked me to define punishable so I named punishable things.
but to react to your statements, fuete and vega can grab low blocking opponents with their grabs and really if you fight guy right he won't be able to land it. and lets not forget the dead zone where you can hit the button and neither the grab or the elbow comes out which causes a defenceless situation
I have disagree with raven, guy's anti air options are terrible. most lose to well timed normals Guys best AA is standing hard kick
run slide is being safe on block doesn't even sound feasible and shouldn't be done without meter or hit confirming but once again you asked me to define punishable
run over head is punishable on hit and block and it usually hits once when its capable of hitting twice
But look at Akuma's flip :C it trips,grabs(standing or crouching)armor breaks,and opens them up for combos.When it comes down to it,guy needs allot of improvements,but I can't complain he's my main but hopefully he became a true rush down char in A.E
Elf flip easily escapable? I don't know about that, vegas maybe but most certtainly not ElF.
keep in mind to not get grabed by guy you only have to duck and block. I wonder now if you play guy enough to really try to counter the words of those that do.
akuma's palm strike has zero frame recovery and is a focus break and as you said he has more options. the advantage that guy has is distance control for bating. but if you commit to the grab and you fail you can run into dead zone issues. which leads to a wide open recovery time.
if you don't play guy you know not what his faults are if you do know guy learn from what is being said here. I was just answering your request as to why guy is so punishable in my opinion

My last post,lol,but it would have been cool if his bushin flip could grab standing or crouch,and elbow could combo or be safe on block or whiffed,sure its good spaced right but god spending time in the lab looking for more ways to use it...was not fun :C
Don't start trying to question my knowledge or experience. I use Guy. And I also might add that you're spouting incorrect info. Akuma's palm is not a zero frame recovery, and there is a way to grab attempted crouchers with the flip, in fact it was even in the video above, you would realize that if you knew as much as you think.
good player, ppl stop to block during his strings(for some unknown reason lol) but he is very good
