They said it will be a perfect port with only a small graphical change (It's not a port from the iphone at all). so it will be as fast as the current builds. As for the new characters im sure they will be available via DLC.
The draw will actually be how it will utilize the 3D visuals. I heard nothing but good things about it so should be pretty cool to see Ultras with 3D effects.
If it is a perfect port, practicing it (pad style) will be worth it to some players.
The graphics look bad compared to the DOA game coming out for the 3DS

No one plays SFA3 Max or any other fighter on the PSP.
Nintendo actually has a legit D-Pad that's one of the best pads for fighters (next to the Sega pads) plus PSP can't do 3D portable without glasses.
P.S. More PC fighters please :D

If you talking about that round nub analog called the "Slide Pad" they're using, PSP might actually beat it. Hopefully, it could be compatible with fight sticks. Whatever, these kinds of systems weren't designed for fighters. Just like the Game Gear.
@10 No, I'd talking about the D-Pad.
Even so, the Analog Nub looks more comfy on the 3DS mainly because it's bigger, is a better position for extended play, and concave mold.
Both the 3DS and PSP are not good for fighters, but if a fighter had to be released to one of them, I'd rather see it on the 3DS, even without the 3D settings.
I hope this has online play. I wonder if the new arcade characters will also make it
