AndriaSang.com translated another article which offers a few minor notes about the upcoming release of Super Street Fighter 4 on Nintendo's 3DS.• The move panels (shown here) on the touch screen are customizable, allowing you to place your Ultras, Special Moves or whatever things you find the most useful inside of the 4 boxes.
• The game has pro and simple control systems, similar to Marvel vs. Capcom 3, although how exactly these modes differ wasn't revealed.
• A reporter, who had some hands on time with the game, said the new over-the-shoulder view matches the 3D display nicely, although he recommended fans wanting a true experience should stick to the standard side view.

I'm sure that there's going to be some system to mitigate that. For example, in Bleach: Dark Souls they had a recharge time every time you used a touch button special or super. And every time you used a special with the touch button, it was always the EX version (unless you had no meter; then it did the medium version, which was usually slower to come out).
This, of course, all depends if Capcom does some smart game design.

Charge characters are gonna be much scarier now. Imagine someone like guile who would be able to be completely offensive while retaining the ability toss out flash kicks and SB's whenever he wants.

This is stupid.
I've played Bleach DS, and the touch screen moves wasn't that broken (although the game is), due to the fact that any touch on the special moves will do the EX versions instead of the normal one. Besides, specials wasn't THAT spammable anyway.
Putting touch activated specials somewhat eliminates the reaction time needed.
Instant SRK, anyone? That completely takes away reaction based games. No more jump-ins at any shotos (You shouldn't be doing that anyway).
Oh well, I'm still gonna pick it up anyway. Like someone mentioned, it'll probably be a different game altogether I suppose... :/
I'd imagine that the charge moves would still require 'charge' before being able to be activated. However, if we can really map any move to the touch screen...

Sounds kind of weird but thinking about it, its gonna help you make combos. It should be usefull when im using hakan,honda and dhlasim.
My only concern are the Ryu and his clones spammers -_-
