I don't know why, but seeing that it seems US don't have a problem with the stream but some in europe has I don't see how it cannot be Ustream.
I don't know what a tournament organiser do when they setup a stream, but I doubt they can even on purpose influence how different countries will receive the stream.
I might be wrong ofcause.
for those like me who can't see it, they are already putting up the archived videos, you can download those with flashgot and watch it offline flawlessly.
there's already 4 hours of content up. You should just avoid evenhubs and other sites because of spoilers until they have everything in the archive.
it's on of those things that annoy me in general, that evenhubs posts the results of tournaments in the headlines, it's impossible to void it this way.

I never heard of Power Stone 1 and 2 game on dreamcast. However, I want to play thought since it looks really fun.
A much much better stream than the previous one, that U.S. Championships one not too long ago that had noting but lame jokes and never talking about onscreen.
Here, great commentary, especially ski sonic, they knew what was going on screen but also kept it light.

great stuff i was just able to see the some of the early stuff and some of the finals and overall was great, top players, online players, pad players, stick player, ryu players, juri players, and all of them show the true street fighter attitude.
also props for the commentary and the mystery games!
One of the best run tourneys ive actually watched. the mystery tourney was a really funny side issue and filled time well. The camera work competitions and interviews were great. You also got the impression it was a very well organized tourney overall.
Other tourneys can learn from this
