AndriaSang.com translated a Famitsu article which has an interesting quote from Super Street Fighter 4's producer, Yoshinori Ono, it states:
For those who try to master Hakan, Ono said the character is for mid to high level players. One of the goals with Super, he said, was to give players who came to SFIV from SFII a path to climb one rank higher in level. This is one of the reasons the SFIII characters were included. He admitted, however, that the SFIII characters are all aimed at extremely high level players. Hakan is within easier reach than the SFIII characters, and Ono wants those who feel they can't reach the SFIII characters to use Hakan as a stepping stone. He also noted here that Juri is meant for beginners.
Juri and Hakan are the only two completely original characters for Super SFIV. Famitsu asked Ono which of the two is the more popular amongst the staff. He couldn't answer, as the Hakan character had just been completed and he had yet to be used in internal tournaments (Ah hah! I knew that's what they do all day!). Ono explained that the Hakan character's fine tuning is nearly complete, and he's interested in seeing how many staffers select him.
To further add to the mix, GameSpot got some air time with Ono-san while he discussed Hakan. Here's the video.
Plus there's an article on GameSpot.com with additional notes.

Well that last comment is great. He has just confirmed that there are changes still being made to the game. The build that everyone is playing now could be slightly or largely different to the version we'll see end of April. Fingers crossed they will tweak the existing cast as much as possible while holstering the nerf gun to bring them all up to speed.

That was some really good translating. He made it sound natural. It almost looked the words were synced with Ono-san's at times.

Im gonna admit that i were kind of put of by Hakan at first but he seems alright after all. The only part in this interview that i dont get is where he mentions that in ssf4 he wanted to put in a new Blanka or Dhalsim and they ended up creating Hakan. Hello! Wouldnt it be easier to add me (Necro) in the first place then? Im basically a hybrid of Blanka and Dhalsim.

What constitutes a mid-tier or higher level player? It sounds like the SF3 characters are geared towards tournie players only... I was looking forward to maining Dudley but I really don't know any of the match-ups as thoroughly as I'd like.

@ 4 just because you watched a couple of videos, you auomatically tell he's gonna be low tier, good for you

I was thinking the same thing. I want it.
Posted by KiD_LupE on March 10, 2010 at 3 p.m. #10
yea they definitely need to do some tweaking, did you notice how cody just ducked everytime hakan tried to grab him.... that would piss me off when i was using him, and i definitely want to at least try him out
Posted by KiD_LupE on March 10, 2010 at 3:07 p.m. #11
and then @ 2:15 in the video Ibuki just ducks right under hakans super... he flys right into her, not over her or anything and it doesnt connect.... just from ducking, lol ninjas are badass

hey ono stop making weak characters in sf4 even weaker for no dam reason....
im starting to think capcom actually wants tiers... it seems intentional
Posted by Gnickwoxel on March 10, 2010 at 3:08 p.m. #13
I kinda wish they wouldn't make character with the intent of making them hard to play. There's just no need, you could make them just as interesting without filling their movelists with 1 frame links and difficult input.

oh my god...the grammer on number 4 was horrible haha...i'm not the biggest fan of the character but the game is still not out...only way to make up my mind is to try him out myself...just a little while longer!!!
Posted by SomeDude on March 10, 2010 at 3:29 p.m. #18
Atleast they succeeded at creating another Dhalsim/Blanka character and I'm actually pretty fond of Hakan.
Dunno how he'll play or how good he's gonna be but I'll give him a try.
Also makes me wonder what other ''unorthodox''fightingstyle Capcom may include in their next game...
Drunken Fist! (I know pretty obvious :P).

Not gonna lie, the ducking under Hakan's grabs (and super) seem lame, but on the bright side his slide and drop kick look solid.

capcom fix me
give me a chance.
look, i know u bothered giving me some expensive sun glasses. I appreciate it, but thats not exactly gonna help me take down shadaloo
now if u made it so i could do more damage when i put em on, that would help me.
u afraid im gonna turtle? a lotta ways to improve have been suggested that improve me offensively
example: ways to combo into sonic hurricane, giving me mk crossup, faster moves (bazooka knee) and easier links (lk>mp, crouch hp>flash kick, etc), reduced charge time, many others
basically give me some of the features u gave me in capcom vs snk series and everyone will be happy. U will satisfy people who dislike when i turtle (since ill do less of that), people who hate to see an old legend like me dying, and my dedicated fans who dont think Deejay is a real replacement for me. Almost everyone thinks a guile with some offensive capacity looks cool (just look up guile combo vids) and no can deny that flash kick into sonic hurricane looks spectacular. make the changes.
or if ur REAL LAZY since ur running out of time: just keep me the same and let me do some real damage with what ive got. that means a lot more. An air force top gun like me shouldnt hit like a girl
Posted by powderedtoastman on March 10, 2010 at 4:07 p.m. #26
yea hakan jumpin grab is like alex's, so probably only good for a few shenanigans and sniffing out grab spammers. Unless they allow it to grab jumping opponents too. Works for el fuerte cause his flying throw is fast, hakans seems to be as slow as zangief running grab.... people need to oil up and see if it increases the start up on his super as well

hakan will need to be tried and tested but for now for me i think capcom coukd have thought of a better character more based on the ninja general fighting style he just seems a bit of a joke character which is cool but i dnt think he will be a serious character used in any high lv tournys but i suposse we need to wait and see what he does and seth says his ultra will be the most remebered of all its pretty lame and not funny but hey maybe iam just being a grump

@bibuki OP=OVERPOWERED
Hakan is insane when oiled up, and his jumping grab seems to grab air borne people pretty quick. and mixed with his slide. He looks very dangerous up close with mix ups one people can break him in...

@25
I feel you man. I main guile and IF its like wizard says, I will be very disappointed. While other low tier char go up higher, Capcom leaves guile where he was. wtf???
He said that people would definitely and most likely always prefer the SSF4 version over SF4 of their character if given the choice. But how is that the case with Guile if all they gave him was a 2nd ultra which according to wizzard is not good.
Capcom has indeed turned a dark eye to Guile. and who knows what the reason is. may be cuz of the current political and economical status may be because Guile so proudly displays his American flag on both sides of his arm. could be anything. I AM NOT saying they hate him cuz he's American. But anything is within the realm of possibility.
They could have upped Guile's damage or health, given him the ability to air throw after FADC flash kick, or given him another special move. But now it’s too late.
And for those who ant to say "all the info aint out yet, so wait till the game comes out” that’s exactly what im doing but im just saying IF it is the way that Mr. wizard says it is. I hope he's wrong
Posted by Pusha_T on March 10, 2010 at 5:23 p.m. #37
@36--Dont take Mr.Wizards word for it just yet, you can only know if they made any changes to guile when u get the game. I have also seen numerous posts from peple who have tested the game mainly on Srk that say that guiles sonic boom and flash kick damage has been increased.
Posted by Guile on March 10, 2010 at 5:36 p.m. #38
although increased damage to sonic boom and flash kick might seem like the easy way out (in addition to the normal buffs)it is nevertheless..... acceptable
as long as they put something substantial in there
ill shut up along with the other people who are willing to shut up and wait as long as there is some evidence of substantial improvement.

hakan is a creatively made character ,they really made a spin off of the whole oil part of it ,refreshing to have this sort of character in the game.
Posted by Jaf on March 10, 2010 at 6:01 p.m. #41
Like S-Kill said there are also subtle changes, so maybe Guile's double fierce link doesn't require a counter hit or Vega's slide is more safe. It really is going to take a whole 'nother year to arrive at any conclusion.

Posted by Smorgasboard on March 10, 2010 at 6:29 p.m. #44
If a character is too hard to use for you, he/she will always be low tier for you. That is one way to look at the tier list anyway.
And there are actually people out there who prefer hard to play characters because "it takes more skill to use". I don't know why though.

@37 (Pusha_T)
hey im not finding posts on increased damage sonic booms and flash kicks. Ive looked on the SRK guile improvement forum. They're still stuck on the news from theleaker which said that guile has buffed normals, apparently nerfed ex sonic boom, and can fk fadc into sonic hurricane (prolly gonna suck: unless very lenient inputs, figure gonna be impractical, if not impossible might as well super into ultra)
Posted by Speedwagon on March 10, 2010 at 7:35 p.m. #49
Juri confirmed for noobs.
Posted by Bolton on March 10, 2010 at 7:40 p.m. #50
I'm pretty sure in Wizard's notes (or iplaywinner.com, too lazy to check) that Hakan's Super grabs standing and jumping opponents, so more than likely it'll be used as an anti-air against throw spammers.
And guys... Cody ain't ducking ANY throws... The first time I see it he ducks when Hakan oils himself up which is a big mistake if anyone meant to point that out, then the other times Cody ducked was merely coincidental as Hakan was very clearly just out of range.
So you SHOULD be able to duck Hakan's Super, but by no means is Hakan's regular or command throws duckable. Ono's statement claiming Hakan to be mid-high level would be compeltely false and I HIGHLY doubt Capcom overlooked that or meant for Hakan to have duckable throws. =_=;

i really hope it isnt true that they JUST completed the character. That either gonna mean that hes gonna really suck or he could possible be broken. Im just hopeing that ever character is competitive. With 35 fighters in the game i want to see ALOT more variety then we got now. Ryu ryu ryu sagat balrog ken ken ken ryu balrog sagat sagat gets really lame after awhile.

Posted by Megatonbeef on March 10, 2010 at 10:02 p.m. #56
By now I hope capcom would have enough experience that they could create a balanced charater in ss4 style gameplay. I'm confident that they know how to properly make charters like Hakan without breaking the game or making him usless.
The comments are much more under control now that we log in, last week we would already have 200 kids calling each other noobs or scrubs, it's a better enviroment now.

You didn't play the game yet and don't have any idea what is or is not a "lie" about it. THAT is talking nonsense.
Just calm down. The only way to start to get a picture of how the changes of SSFIV will play out is to play it—for months.

Guile is too difficult for noobs to handle. Fact is you have to be experienced and smart to beat a decent Guile. SO they nerf Guile to give noobs a chance otherwise he would be too much of a roadblock and people would hate the game,
SSF4 = scrubfest 2010
