Effectively playing Juri with tight fireball control would be tough, and plinking can be tougher on a pad, but several people do very well with pads. Inthul with his Fei Long, Wolfkrone with his C. Viper, Vangief with Zangief, and Shizza with Chun Li. Even high execution characters like Viper can be played very well on a pad. It does depend on what character you play to an extent, but people are coming over to the fact that pads really aren't innately inferior to sticks, and several top players are sticking with a pad and doing great, instead of dropping it for a stick and also doing great.
It shows how impossible it is to play a pad when using Juri. I use an arcade stick myself, but no need to get elitist here.
Who said anything about being an elitist? I'm just saying that since SF uses six attack buttons, and that they often need to be pressed in combinations that aren't very intuitive on a normal controller, that they near-require an arcade controller. With some other fighters, only very specific characters require that kind of button usage (Carl and Arakune from BlazBlue come to mind. Zero only qualifies if you want to use his charge laser, otherwise a pad's fine).
I personally use a regular controller because I suck with arcade sticks. The near requirement of arcade controllers to play SF is one of the reasons why I'm hesitant to purchase it.

I don't think SFIV requires a stick, and I bet these players would agree.
I'm starting think that the problem with the pad is the Type A layout. Its a messy layout even though its the default. I play Type B which is how every SF game has been laid out in the past on pads. Granted the HP being the left trigger can screw you up on some of the heavy frame based combos but its a lot more managable IMHO.
