Even though the video is low quality, you can see that two button inputs are coming through in quick succession. Depending on how your joystick is wired and the character(s) you play, this may or may not be useful to you, but it gives you a way to PLink with the Light attack buttons.
It gives you a third 'chance' to land your link, right?
For example, lp, lp+mp, 'back'

You can't have a third chance with any specific link, the game only repeats a button press once. But it's still useful for double P-linking (just as it's useful for single P-link) if your second attack is light.
Also, your example would actually result in LP, MP (not a LP p-link, because MP has higher priority), MP p-link.

There are some lp/lk one frame links. Gief's cr.lk * n xx EX Green Hand comes to mind.
I'm assuming this wouldn't work on an actual arcade machine.
@4 Actually if it's in the middle of a combo it does work. Assuming the chosen button after it is slower than jab. What happens is that the game will also pick out the move it can use according to start up time. So say, you have a 1 frame link dealing with jab, p-link a jab with 3 frame start up, with a strong that has a 4 frame start up. Since the strong wouldn't ever make it out to combo, a move that can will come out instead, the jab. Correct me if I'm mistaken on this one.
Great, let me rewire my start and select buttons so I don't have to give my joystick a reach-around.
