Yeah, when Blanka is doing his U1 I'm gonna risk attempting a dash->U2. That sounds like a completely reasonable thing to try in that situation.
As for all the other setups, I don't think anyone is gonna put in the amount of work required to get those down consistently (I don't even know if it's possible to do them "consistently").
I'm a Dee Jay player, and I always have a hard time with Blanka, since DJ don't have any easy way to punish Blanka balls. Any tips?
Also, so mid screen MGU->U2 only works on some characters? or is it possible with any one? I've tried it a few times, and I don't think it works on Ryu. I can get him to step up a bit, but it's hard to land.

All these counters with ultra 2 are situational but still there are so many situations that it doesnt look like to much of a problem to do this on reaction in most cases especially the MGU set-ups
I remember when people will crying that deejay was gonna make deejay redundant. Now its the other way around lol.
People saying that Comboing some of those is easy should realize that some of them he is dashing into his ultra2 which is badass.
