A well regarded Balrog player, Keno, got some hands on time with Super Street Fighter 4 at USC recently and shared his thoughts with Get Your Tournament after the fact on their Podcast.

Keno discusses the current character rebalancing, starting off with Sagat and working his way through some of the other members of the roster. The audio quality isn't crystal clear, but it's still solid.
