G a m m o n attended Capcom's Captivate event and got to spend a lot of time with Super Street Fighter 4, plus chat with Seth Killian.• He can Focus Attack Dash Cancel his Slide from anywhere on the screen.
• According to Seth Killian, Hakan's 360 Punch Grab — Oil Rocket — has more start-up frames than a normal throw. This was evident to me as I was being thrown by Gouken many, many times by another player during otherwise viable setups.
• According to Seth Killian, Hakan's Level 1 Focus Attack bears neutral frames. Though I forgot to ask whether that was on hit or block. Even if it's only on hit, that's still better than most of the cast's Focuses. If that's on block, that's pretty phenomenal.
• Light Punch 360 grab has awful (yes bad) range, possibly has the same range as his normal throw. Upon being oiled, this is a very different story, the range is pretty ridiculous.
• He can do a Light Kick Oil Shower twice, doubling the duration. Any further Light Kick Oil Showers do not stack. This means that other combinations could stack though (possibly Light and Medium Kick Oil Showers).
• Toward + Medium Punch has an extremely long cancel window allowing you to verify a hit into slide with relative ease, however the move has sub-par priority and slow startup. Expect to be counter-hit.
• His Ultra 2 — Oil Combination Hold, works with an opponent extremely close to the ground (after a jump).
• His Jumping Medium Punch allows for a juggle state combo and appears to be more reliable than his slow Jumping Hard Punch.
• His back dash is horrible, don't expect to get out of anything unless it's a throw. It stays grounded for what seemed to be the whole animation, moves an embarrassingly short distance backward, and has very few frames of invincibility.
• Neutral Jumping Hard Punch is not nearly as effective as E. Honda's. It has slow startup and I was counter-hit out of it by half the cast. It cannot sway like Honda's or Balrog's. The (slow to access) active frames of the move are extremely effective. Jumping Back Hard Punch works well to prevent jump ins.
• Hard Kick Oil Shower (even medium) after a Light Punch 360 grab (the most practical time to oil up) on certain characters is very risky. Makoto can EX-Hayate (Dash Punch) on reaction easily. Light Kick Oil Shower is very unsafe against characters like Chun-Li for obvious reasons...
• Toward + Hard Kick, Standing Medium Punch and Standing Hard Punch appear to be his best pokes. Standing Hard Punch has incredible priority and range, however at max range only the last hit (of two) has a tendency to connect, making it do awful damage.
• Without being oiled up with his Oil Shower Hakan is very, very weak. With oil, it provides marginal buffs to priority and frame advantage, with obvious buffs to range. The buff on his Focus Attack and grabs appear the most beneficial. The supposed “frame advantage,” his normals gain off oil, was so insignificant, I couldn't actually tell if there was any.
• Hakan's best combos are simple two-in-one combos (Crouching Medium Kick into Slide)
• Hakan's Links are more difficult and unfulfilling than most. i.e. Standing Light Punch, Standing Light Kick, Standing Light Punch, Standing Hard Punch is pretty difficult with no real reason or reward for doing it. His links are very poor and strict even with oil.
• I completed his trial mode in about 10 minutes (very limited options).
• His Hard attacks do around 200 stun.
• Toward + Hard Punch has insane priority but an odd hit box and mediocre range. Will have uses in certain unforeseen match-ups.
• Crouching Hard Punch has a lot of range but I wasn't able to experiment much with its effectiveness.
• His Super doesn't appear to have the ability to anti air jump-ins.
• His jump is very, very low to the ground causing dramatic problems with certain characters. The timing to jump over Sagat's high tiger shot is fairly strict because of its low altitude. Makoto can also punish him jumping a near full screen away, almost at the peak of his jump (perhaps even that), with her EX-Hayate (Dash Punch). Makoto was able to anti-air him with Toward + Hard Punch and even Standing Medium Punch with relative ease. Chun-Li can punish him from at nearly any point during his jump with her Standing Hard Kick.
I hate that fact he was playing a scrubby adon. Id like to fight him when I master my adon and DJ ^_^
AS long as blarog can mash low jab he will stay high tier LOL, why he would even do a write up on balrog is honestly laughable. UNless they took away his meat ultra setup theres no reason to talk about it, and as for his 360 slam it really doesnt take a genius to figure out some setups for it(go back to the old turbo throw setups and whole hes looking for throw whiff a dash upper and ultra).
Hakan on the other hand is disappointing. Leting him fadc out of his slide(i remember this being on the blanka wish list) sounds nice but i dont think useing the bar is worth it unless u can combo it. I really wanted him to be at the very least decent but o well, i have 10 more days to find out for myself.
I don't know, I'm still not sold on Rog's Ultra 2. The setups sound viable, but counter play-style. Players purposely going for an unsafe move like a deep turnaround punch, I think even intermediate players will be able to react accordingly to something like that.
We will have to wait and see though, but I won't be sold until I see Ultra 2 being utilized successfully in high level play consistently.

I doubt it will be used in tournaments. Its stupid easy to land ultra 1 when compared to ultra 2. I see ultra 2 being useful but it will require alot more mind games to land it. U would basicly have to start conditioning them as soon as the round starts. If it had faster start up it would be alittle more useful though. One thing we dont know is the range. IF it was as good as something like a gief 360 or ochio then it might open the door to alot more setups.

After getting to play the game briefly tonight, I am actually slightly impressed with Hakan. I don't think he'll be effective in high level play once people learn the match. However, he can surprise you at times.
I was sad that when I tried out Ibuki, some Balrog player shut me down which led to the end of my streak. I should have stuck with Guy.
Hakan is bottom tier material. His command grab losing to grabs is so sad. Anyways, he's a joke character so w/e. His oil should have been more like sagat's angry scar to make him viable.
I hope balrog's 720 ultra does okay damage(300-400). U1 is good but the scaling is too rough when you combo into it.
I wish balrog died by complete and utter brutality... getting absolutely hammered and tortured then lay him on the ground mount him and pulverize his skull till nothing but a red mist remains.
Anyone know if crossups work better against Rog in this one? I could never catch him with Abel's J.MK crossup.

- headbutt: safe? lol. you must have weak reactions.
- dash punches: safe? not against all characters e.g guile can FK on block. with good timing you can also throw them. finally, focus attacks are your friend.
- jabs: safe? do a reversal and by the way, everyone has jabs.
you're lucky rog doesn't have speed, or fireballs, or cross-ups, or a focus attack with more horizontal range :P

It's kinda hard when you're a viper player like myself and she gets a nerf on her bk and yet a top 3 character remains the same, possibly better :).
His dashes are fast, his jab is the fastest in the game, and his focus is still better than some of the characters(including vipers).
So be happy that your OP lame ass turtle character is still intact :).
YAY for Balrog. I used to hate on the guy but after playing him... I like him more than Dudley. Sad M. Bison is gonna give him so much trouble.

All i have to say is Ryu should be higher on the tier list then every1 that was beneath him on vanilla if not capcom fuked up. I know they're not bad people just weak willed idiots. I would never sacrifice a very balanced characters balance because i want to satisfy people who cry, and whine im one of the best ryu's online, and ive lost to a sakura atleast twice. It's all about grit, and skill ryu needed no nerf's people should convert thier whining to hard work. So capcom in the patch switch ryu back!!!!! LOL
Regardless of his tier, I'm going to be playing a lot of Hakan. He's pretty tight. Right now I'm guessing he'll end up mid-tier and I'm hoping that isn't wishful thinking.

Viper's bk really needed a nerf(i play viper). It's too spammable and safe. Not to mention it leads into so much more ish such as thunder knuckle or ultra. Anyways, they said they were reducing some frames on block. As long as it's not -3 on block, then it's okay i guess. I hope they're just reducing the block stun and not the recovery frames, as that will eff up bk> ultra or thunder knuckle big time....
lol I love how people complian that balrog is still high to me I'm happy He has to work his way close he don't have those scrubby projectiles and be glad he didn't get a crossup because if he had that he would just make you cry and hukan Im not really that interested in. really, u think ryu is totally balanced in vanilla street fighter 4? no way in hell his trade uppercuts into ultra etc were godly, he can link any of his regular normals his sweep range in above average his uppercut priority was the best (as far as i know just from my experience) and his projectile startup/recovery is insane and not to mention the fireball into super trap. that doesnt sound balanced to me at all. your simply a scrub.
@#31 i agree with you totally (i dont even main or play balrog i actually main E.Honda and sub Akuma) he is not OP at all, yes he does have VERY good matchups in some cases but none are straight up unfair, also most of his specials are not safe like you mentioned and i hate when ppl say all *character* does is jab they have one to its not cheap at all.
There are no nerfs to Rog?! Everyone complaining bout ryu and sagat but balrog has to be one of THEE MOST BRAINDEAD characters in the game and that jab jab dash n repeat ish is the worst and needs to be looked into... either lower his hp or lower his damage output period!

Its cute all these 3rd Suck fan girls thinking Balrog isnt a real SF character when Dudley was obviously thought to be the "new boxer" The SF3 cast was and still is such a joke. Dudley is nothing more than a queer boxer with hair from the 1950's (Hes probably does promo's for Brill Creame- Lil dabble do ya). Mike from SF1 (Obvious changed to M Bison/Balrog in SF2) was based on Mike Tyson at the time, who was unstoppable back then. Dudley is the joke! But because kids first played SF3 and liked the music, they think a queer boxer is cool. Oh the ignorance.

Agreed, the music made SF3. I liked Dudley's moveset and concept but not being racist or anything: Why is he black? We'll see Dudley being used A LOT considering he can link his Ultra off of almost anything.
Dudley looks like Eagle and if Dudley's a boxer, where's our Rocky Marciano or Jack Dempsey? They should add a Ukrainian boxer called "Vlad" to rival these 2 then. The concept this game is taking is wrong. They add Viper, Rufus, El Fuerte, and Hakan but no Greek - Greco Roman wrestler or perhaps a Canadian shoto with Sean's normals? What's with these joke characters.
