It's been speculated that the new characters are Zero from the Mega Man games, Frank West from Dead Rising, Yatterman No. 2 from the Yatterman series, Condor Joe Asakura from Science Ninja Team Gatchaman and of course Tekkaman Blade, who was revealed earlier.
This of course has not been confirmed yet, but it would make for five new characters in the game coming out to 26 total.
To give everyone an idea of who these people are, here are images of the potential new characters.

I figured that 'Joe' would probably be a reskin of Viewtiful Joe, but maybe I'm wrong.
Also, Frank West? That would be cool, but I would've preferred Jill Valentine.

Well we're not really sure about who "Zero" is since one of the characters that was cut from development was Zero Gouki from Cyberbots, so it just might be him.

Frank West has potential to do a lot of crazy stuff, and could turn out very interesting. You use a large amount of strange weapons and have several awesome wrestling moves in dead rising.
Zero clearly isn't one of your "pallete swaps", so that would be the 2 originals according to #5. Well thank goodness #5 is making the game and could pass this info on to us. Except one small issue you have obviously never watched any of the anime you claim these "pallete swaps" belong to. Yatter 2 doesn't use a kendama which is the main weapon yatterman uses, so that throws that idea out. Condor Joe is the 3rd of his kind to be in the game, and the other 2 play very differently from each other. They could make a mid ground between the two and it would be different. Finally we have Tekkaman blade. I believe someone in the original story pointed out he uses a different weapon set and has different powers.
Also #4 I really can't see a fighting game having megaman 2 versions of megaman, roll, and zero. Not to mention they seem to be splitting up the characters by origin. EX. Ryu is cited as SF1, Chun Li is SF2, and Alex is SF3. The way thewy have this set up Megaman could be legends, Roll the original series, and Zero could be either the zero or X series. If it is the X series zero, (which is more recognised) that would knock megaman X right out.
I for one am happy to see a new version of a fun game. It is even more fun for the people that know how to speculate properly, because you can see how much fun it will be.

lol at people complaining about pallette swaps. This isn't supposed to be a sequel or complete revamp, just a few extra characters to fill in the void left by Daimou and give them an excuse to release this in Japan. I would've been fine if Ken, Akuma, and Sakura were the Capcom characters.

Though the statement of SF1, SF2, and SF3 are stated, note that Ryu does use the lunging high kick from SF3, a technique learned during the events of SF3.
It may use Zero from Megaman X, given that it's the only incarnation of Zero never used (MMZ Zero was used in SvC Chaos). As much as X would be a nice fit (Nova Strike = Psycho Crusher), having 2 of the nearly-identical characters in 1 game for a limited roster is kinda pushing it.

Kind of dissapointing almost all of them seem to be pulled from series that the existing characters come from ... but I guess it kinda makes sense licensing-wise .... might as well make use of the licensing they already have instead of chasing rights for new ones ....
Most of them have potential of being a palette swap/model swap for an existing character that already i s in a game .... but hopefully as promised with all new moves ..
Frank is the only one who is a fresh new choice it seems.

Well I hope it's Maverick Hunter Zero and now Mega Man Zero or Zero Gouki but, from what I've been reading it's most likely Zero Gouki.
