Sven: Final roster for SSF4 was decided early
Capcom's Christian Svensson said the roster for Super Street Fighter 4 was locked in early when they were working on the game, so there won't be a character poll this time around, but an announcement concerning the new fighters will be made 'soonish'.
Seth Killian also previously stated we'll hear something about the other fighters before Christmas.
Here are Christian's remarks from the Unity Boards.

Sven: To set expectations the game is rather far along and one of the FIRST things we did was sort out what the roster would be. While we're happy to accept additional feedback for future titles (if they should exist at some point in the future), the ship has pretty much sailed for Super Street Fighter 4.
Ono said there will be about 8 new characters in SSF4, does this number include Dee Jay, T. Hawk and Juri or not?
Sven: You'll get a straight answer... but not today. :) Indeed, we are playing things a bit close to the vest and we will have more announcements soonish that shed more light.
How come you don't port your games to the Mac and Linux?
Sven: Much as I love Macs and Linux to work with, they're both very difficult to harness commercially for games.
That is why I propose hybrid discs. That way, there is no need to sell extra SKUs. — Native Dialect
Retail/SKU count isn't isn't really the gating factor. It's the costs of porting those games to other OSes/APIsets that would be extremely difficult to recoup financially.

Yeah, pretty much. It got too many things right, there's little reason to question it now. Some of the parts that are apparently wrong (like two simultaneous ultras) could just be undefined factors, which also explains why Capcom is so silent about that.
Guys, he can't reveal anything until the characters are definitely confirmed to be in the game. Can you imagine what would happen if they said, for example, that Dee Jay was in the first game, and a month later they had to take that back? They can't comment on stuff that's not yet definitely set in stone, or they risk getting bitten when they are forced to cut features.

If the roster has been finalized for a while, there is no reason to not say what it is, other then wallowing in their own buzz/hype. I could see a point for it if the roster was sketchy but now it's just retarded.

Could be because "oil-obsessed arab" is a horrible misinterpretation by a retarded American. Hakan is a Turkish name, not Arab, and his "oil wrestling" is about grease, not about petroleum. But I guess in both cases knowing the difference is just too much for your average American who knows shit about the rest of the world and thinks everything somehow has to do with oil and Hitler.

He only said the roster was set, not complete. Perhaps the characters that have not been revealed are not developed enough to be shown. They could be waiting until a few of them are definately playable before showing people. Otherwise, if we knew, we'd just be asking for when we'd see footage of them in action.

like a lot of people said already, the rumor list that went out has gotten way too many things right so it would be foolish not to listen to it. sure, plenty of the stuff is a bit sketchy and im not entirely happy about the roster but their not gonna tell us until TvC comes out (most likely). #36 is basically right; Capcom (and technically everyone else) uses those same tactics.
and if dudley and adon made it, id be happy. their play styles are a bit different and they add more flexibility to the whole concept of a "turtle-friendly" game. (disagreeing with #64)

The current rumor list is pretty great and I really wouldn't have a problem with it if that's what it came to be. That being said, I am really, really pulling for Karin to be in the game. She's easily my favorite ALpha character.

You need better reading comprehension skills. It's not about him (the author of post #34), but about whoever took the conclusions on Hakan being an "oil-obsessed Arab" (which were posted here on EventHubs a while ago; not sure if they originated with EH's own editors). Anyway, "could" implies possibility, not certainty, and it's the very first word on the comment.
The reasoning for the odds of such conclusions coming from an American are pretty much explained in the rest of the post: there are actually very few places in the world where people even care about oil (fuel). This is not talked about every single day in the US, but by world standards, it is still an incredibly recurring subject. Plus, Americans have a huge presence on the web, so the odds often tend to be high.

Karin would rock! IMHO she's one of the very few Alpha characters left that are worth including. Adon feels a bit too much like Sagat, and I'm generally against including Final Fight characters. Though I must admit, Guy would fit in perfectly!

Please, I hope to include installers of windows, mac and linux on the same dvd game. No one asked to take out a different game for each OS. The game is the same, the only thing that changes is the installer.
It is horrible that in Linux using WINE you can execute the benchmark but the game does not work. Not everyone uses Windows...
I love that the effect of flash yellow when EX makes a move, be replaced by the effects of ink or watercolor, or some other nice effect.
