Tool assisted can mean a lot of different things, but in this case it means they used programmable controllers to perform the combos.

SonicHurricane People you have impressed me I am main fighting Ken But My combos are not being as spectacular as these Combos Are!
Thank You For sharing with me. When I am Able to film my Combos I Will send them to you and Maybe one day we can be fighting!
I hope this Helps many understand how Ken can be used to Create much opportunity upon the field.
Perhaps next time I will be seeing you show combos for my second main fighting:: BALNKA!!

Unfortunately I am not currently in G1 for the online fighting because I am not having many opportunities to do fighting online.
My connection to the Internet Is Not extremely Good and often when I am playing there are things happening that I am not doing.
I do Wish I could play online more to Test my skills and to Help me train for all Tournaments.

I think Some People have misunderstood this video. This video is for Presentation rather than Real Fighting. These combos are very difficult to do (my main fighting is Ken)!
I will Be practicing these Combos so I can Show my friends when Fighting them and Maybe in Tournaments do these combos to be impressing.
Please Give Respect to mr SonicHurricane I looked at his Site and he has many impressing videos!
Not only is he doing combos for Ken! He is master of many combos for many fighters and not just for SF4!

That Is How stun Works in our SF4. When you make your opponent see the Birds the combo counter continues to keep adding to itself!
It is very useful to be able to do this and create big combos. You can try this for yourself in practice mode!
