Dee Jay & T. Hawk might be added to SFIV via upgrade
Andriasang.com translated an interview with Street Fighter IV's lead producer, Yoshinori Ono, and in the piece he comments that Dee Jay and T. Hawk had already undergone the 3D character conversion process.
It sounds like they were a few steps away from being added to the game, but if this was to happen now, it seems like it come via a "Champion Edition" upgrade or some other similar means.

Famitsu asked Ono to describe how they determined which characters would make it into the home versions of SFIV. The selection process, he explained, was via a vote conducted in America. The voting was done with light users and core users kept separate. Characters like Cammy and Fei Long were in the top ranks of the light users. Rose and Gen were tops with the core users.
The interviewer mentioned here that he'd wanted to see Rolento from SF Alpha in the game. Some voters did select Rolento, Ono admitted, but he was excluded because he's a Final Fight character. Ono explained that if they put him in the game would become completely like Alpha.
Ono was surprised by the popularity of particular character in the voting: Dan. Most of his votes came from the light users.

I've always thought their character designs were a bit uninspired, but they are great fun to play. Adding them to the roster at some point would only make a great game better. Along with, you know, a handful of 3S characters...

I love the idea. Remember they would feel different as hdr is in turbo mode though.

yeah well they need to do a championship upgrade for sure include
-tournament mode
-dee and T + 4 guys and 1 girl from 3S and maybe one more guy from alpha
-10 new stages(including ryu's alpha stage)
and you have yourself the greatest SF game of all time I don't even need a SFV

i would love to see em in the game...but if they're gonna add characters, i do think they should throw a couple of sf3 characters in. you want rolento in the game? throw ibuki into the mix. give us yun or yang instead. dudley may be a bit redundant, but i think he would be a nice addition.

I'd rather take some SF3 characters instead of them.
Dee Jay is fine, but they're from a game which is already largely represented in the game.
A Yun and/or Yang would be fine, since they were seen in Chun-Li's opening, and it would fit together well.

I wasn't planning on buying the championship edition actually. Neither of these characters really excite me but it looks like there moving toward forcing me to buy it.

I hate both of these characters, ESPECIALLY T. Hawk. Freakin fake Indian sack of poo. I'd rather see a couple of SF 3 characters, Yun and Yang, Makoto maybe, even Elena. But please God, not T. Hawk and his ridiculous walk like an Egyptian fighting.

I would kill for Dudley to get in. I am sad that he seems reluctant to add Final Fight characters. I still hope that one day Mike Haggar, even though Zangief stole his duds. Another Zangief playstyle would be interesting. Yun and Yang would be interesting as well, SF III deserves at least some characters.

I would love to see Makoto! i mean, her style is unique plus she is a girl.. we need more girls in sf4. one more thing and I'm sure I'll be flamed for this.. but please no characters who can juggle forever, those include Yun, Yang and Urien. It's just not fun to watch my character being bounced around for 10-20 seconds! peace!

f--k that dudley and maybe necro,12,makoto,ibuki,remy,q,hugo or maybe one of the twins. nec and 12 might be really good compard to there 3s versions,they might give 12 some real tight s--t.
ok i hate dj but i can see him in the game but dont get me wrong i like t.hawk but lose that lame ass outfit,native mexican ppl dont even wear stuff like that?!?!?if you look in the background of t.hawks stage in sf2 there are some mexican natives they are not wearing what he is wearing.so capcom did that s--t on purpose or he is native american and not a mexican and i know i have NEVER seen a mexican ever wear that s--t.really tho hugo would of been solid and not putting in rolento would be like alpha??but they put in sakura??this game should of been called street fighter ex plus alpha 4.

I personally feel that T.Hawk n DeeJay should b n SF4!As well as Evil Ryu,Dudley,Hugo,Remy,the twins(yun&yang)makoto,Guy,Cody,Haggar,and Adon.It only makes sense to add Deejay,and T.Hawk sense Cammy n Feilong are n.Seth Killian hopefully your readin this as well as Ono,I'm so glad that you guys included FeiLong!Allways include him.He's one of my favorite seen Super street fighter 2.Y did you guys make Seth so difficult to beat in the 2nd round? It's frusratin but I beat him anyway the bosses should b fun and challengin.Also,could you guys do something nu with the series?Like include a coin-op 4 player beat-em up as well as Ryu and Chun-li becomin a couple all in the same game?I really think it would b a interestin direction to see Ryu n chun li become a couple.

The more the merrier, I say, as long as the game stay balanced. I wouldn't mind an upgrade every 4 - 6 months with new characters and retooling. Keeps the game fresh, people interested and cash flow coming into Capcom.
The SF Alpha series proved that Capcom has a vast universe of character across games and that it should definitely exploit in SF IV. As much as DeeJay and T. Hawk are overdue in this, so are characters from SF3 and Final Fight. Personally, I wouldn't mind seeing some more "realistic" depictions of characters from Rival Schools as well (at least one or two, especially Akira).
There is one thing that they do have the sense to add in the upcoming Tournament update, and that's QUARTER MATCH. I don't know if Capcom reads the responses here, but who do I have to talk to to make this happen. SFII HF had it. SSFIIHDR Had it. Hell, even freaking Puzzle Fighter had it. But all we get with SF4 is one-on-one online versus.
While online with an uneven number friends last night, we had to awkwardly rotate pairing around when we could have all simply been in a room and had it automatically delegate who was "King of the Mountain" as matches progressed. It's also nice to watch other people play (especially pros) and learn intricate mechanics about the game that a less talented player would have no idea about unless he accidentally stumbled upon it. Makes for great & impromptu learning experiences and was a very valuable feature that is noticeably missing from this game.
Aside from this, I haven't had much to complain about SF4 and have been enjoying it to no end. But I beg you Capcom, if you add anything to SFIV in the coming weeks let it be Quarter Match groupings online.
I'll probably get put on blast for asking but how do you guys feel about this?

SFIV IS A REALLY GOOD GAME NO MATTER WHAT CAPCOM DOES. I REALLY THINK THEY SHOULD PUT D. DARK ON THE GAME BECAUSE WE HAVENT SEEN HIM IN A WHILE ON A STREET FIGHTER GAME. HE IS ONE OF MY FAVORITE CHARACTERS, AND YES CAPCOM WOULD MAKE ALOT OF MONEY PUTTING UP TO 4 CHARACTERS EVERY 3 TO 6 MONTHS. IMAGIN A YEAR FROM NOW, THERE WOULD BE ABOUT 12 NEW CHARACTERS BY THAT TIME. DEE JAY, T. HAWK, D. DARK, MAKOTO, ALEX, ROLENTO, YUN, YANG, IBUKI, DUDLEY, ADON, AND GUY! One thing you have to consider is whether or not these characters even fit the gameplay style of SF4, Makoto doesn't, not even in the least. Changing combos from cancels to links to fight SFIV would change a lot of stuff.

yeah i agree bring in Deejay and T.hawk But wouldn't it be more cool to see the old guys from sf1 the ones that haven't been updated yet? Retsu, Geki, Lee, Joe and if a call for sf3 characters it has to be Oro the most original fighter and Elena the most coolist gal in sf with legs harder&hotter than chunli & kick out seth he don't belong in sf he is more suited for something like x-men

SF3 is an awesome fighting game, but it's OVER RATED. Yun, Yang, Oro, Makoto, Ibuki, Remy, Necro, they all would be terrible in this game. Dudley, Hugo, and Elena I like, but if even one 3rd Strike char showed up, Caqpcom wouldn't hear the end of WE WANT YUN AND YANG BAWWWW..
I personally think this is Capcom's chance to give T Hawk some much needed love, by rebalancing him or something.
And Dee Jay, as long as his Ultra is like his Climax Break.......
