The official Japanese SFIV blog was updated with the original artwork of Rufus. As you can see from the image on the left, he looks a lot different than how he ended up on the right.

It's interesting that Capcom took such a dramatic change of direction with this character and made someone so zany instead of a more straight-forward traditional fighter.
