Capcom V.P. Sven said if they were to remake Street Fighter 3 Third Strike, it could take years. Has Capcom ever thought about remaking Street Fighter 3: 3rd Strike with HD graphics?

I won't say never but SSF2T HDR was a very large project with far more moving parts than pretty much anyone expected at the outset. What you're proposing is somewhere between 7x and 10x larger (waaay more characters and waaay more frames of animation per character).
If 2 Turbo HDR does well and there's a demonstrated market for redrawn HD 2D fighters, we'll cross that bridge when we come to it. Even if it were to happen though, such a project would probably take years to make.
