PacMan has some decent moves for a weak character. His cr.mk is has good poke range and can easily be hit confirmed into pac dot. In addition to this, PacMan's hip attack makes for some good cross up attacks, really good for messing with runaway shotos.

I gonna say, he has a nice moveset, much better than Mega Man.
