Special Moves

Psycho Shot (Fireball)
M. Bison winds up and tosses out a fireball that curves. Light Punch starts out high and then quickly curves down. Hard Punch starts out low and then curves up, which will sail over most character's heads from full-screen's distance.

Psycho Field
This makes you charge a ball up in your hands that travels forward and then rapidly expands to 3 huge circles, which are fairly difficult to avoid.

Light Punch travels forward to about sweep distance before expanding, Hard Punch goes a bit further than 3/4th's of the screen.

Until the ball gets bigger, it won't actually hit your opponent, it will simply pass through them. Unfortunately you cannot use the Hard Punch ball to cross up your enemy.

Double Knee Press (Scissor Kicks)
Also works in the air now, and can change the trajectory of your jump to catch your opponent off guard. Plus you can execute this while you're still in the air after doing a regular jumping move.

For example, Jumping Hard Kick and Canceling into the Hard Kick Double Knee Press while you're still in the air will combo.

Teleport
Teleports you into a location chosen by the button you pressed. Punches always take you to the top of the screen, Light to the left, Hard to the right. This does not change even if you switch sides.

Kicks always take you to the bottom. Again, Light to the left and Hard to the right.

Also, if you execute this so you end up in the air, you can attack on the way down, or even Teleport again. Plus you can Cancel into this after executing many of your moves, or on recovery from being hit.

Head Stomp and Skull Driver
While this can be done in the air, you still need to charge it up by holding down before you can execute it.

Makes Bison do his trademark Head Stomp, followed up with a Skull Driver punch. Hitting either Punch button will initiate the Skull Driver, after you Stomp.

Flying
After doing this motion you can fly around by pressing in any direction with the joystick. Also, you can execute any of your moves that can normally be done in the air.

Hyper (Super) Moves

Psycho Crusher
After a brief pause, the Dictator goes into his Flaming Torpedo move, hitting multiple times.

Psycho Explosion
A Hyper version of Bison's Psycho Field. Note, the ball will not expand unless it comes into contact with an enemy, so if the other player jumps it, nothing will happen.

Knee Press Nightmare
Does a fake Teleport which leaves two M. Bisons on the screen. Both on screen characters attack with a souped up version of his Double Knee press move.

This can be pretty tricky for players who are expecting you to do a Teleport as the animation looks very similar to that move.
