Tiers — Character Rankings for Street Fighter 3 Third Strike

You'll find multiple charts below showing roughly who would win how many games if two high-level players of equal skill played against each other using the characters shown.
For example, by the top chart, Yun would win six games out of ten against Chun Li. And Alex would win four games out of ten against Ryu.
Tiers have been and will likely always be a hotly debated topic. Just because a character is a higher tier does not mean you should play them. You're best off picking characters you like because of how they play. Regardless, some people have disadvantages and the tier rankings do a fair job of outlining these, but DO NOT take the rankings as the final end all be all word about who the best characters are. Think of it more as a loose guideline.
There are multiple charts because this represents the evolution of tiers over the years.

All characters are color coded by tiers. Top tier characters are gray, upper tier are blueish-green, middle tier are red, lower tier are purple, the bottom tier is brown and the worst is a puke-gold color.

The biggest difference between the 2007 and 2005 charts are that before 2007 Yun was considered to be the best overall character in the game. Elena is also now tied with Ibuki. Some of the other match-ups changed, slightly, but for the most part things have remained the same.

note that this is not good-sucky characters. it's more like characters easiest-hardest to use. i'm sure people have seen hayao use hugo. scary stuff.

Actually, it's a list of matchups and a ranking based on how well chars fare against each other. The more easy matchups a char has, the higher his rank.
So yes, it's a list of good-sucky characters. A player being good with a low tier has nothing to do with it.
Hell in almost every game slow big grapplers are never top tier but you'll always see some players beasting with them because they are usually high risk-high reward. Big gambles for huge payoffs.

Why do you hate Sean so much? Most of Sean's moves are awsome if you do them right, the rolling move he does helps you get out of situations when your cornered, he might not be able to do the fireball unless you use it as the super art(which is probably a big mistake by the game designers) but still, he is my second favorite character.

It also bears mentioning that the tiers are only true of both players know the matchup. If, for example, a ken player had zero experience in a matchup vs Q, but Q knew the matchup very well, that slants the matchup a bit more in the Q player's favor.
Com on, who really prepares for Q? Be honest.

This is a really good point, and I think more people should consider it when looking at tiers.
Playing a character someone else doesn't know how to play against really well can throw them off so much.
I've played some Q players that threw me for a loop. Kicked the absolute crap out of me because I had no idea what their tactics would be.

These chars are based on Japanese tournament outcomes.
That's all there is to it, bad characters can beat good characters but the Japanese know how to play their matchups very well so winning with low-tier characters is very hard.

Ken, then Akuma then Ryu..
Ken got alot of options and is pretty even against most characters
Akuma got alot of pressure tactics and high offense, but low on the defense
While Ryu hits hard but don't have as much options as the 2 above..

Q is a monster if you know how to use him. Great turtle game, great offence, great throws. Also no one studys him, if you study kens you are still slightly practicing with a Ryu, Akuma and Sean. He also only rarely shows up in arcade mode.

Tiers mean jack if you don't have skill, that's why the guy playing Sean was dominating. It's a bit like using a handicap. So getting beat by Sean when using a higher tier character is a kinda of a humiliation in the game. The thing with tiers is how well will two people of the exact skill will fair with each matchup is how you get tiers.
One thing you may want to look up is David Sirlin's blog on how he tried to balance all the Street Fighter 2 characters for the HD Remix version. It shows you how the little details that go into tiers and how they show how the characters are weak.

Tiers are interesting, but I play with more unusal characters like Q, oro, Alex only.
Personally I think it truly depends on the player skill, normally i can hand out big damage to ken, akuma and ryu just because everyone uses them, and they are very predictable. And in my opinon a little boring.
Harder and slower characters are more interesting to master and alot better fighters, because no ever sees them coming!

Sean is a beast. He, Q, Ken and Akuma are my main.
I once lost to a guy using ChunLi, twice, using Ken, then again twice using Akuma, but I won 5 times in a row using Sean.
Anyone care to say how this situation came? :P

Sean is pretty fierce and so is hugo so I dont see why they are considered bottom feeders of the game. They can out class any fighter in the game if played right. If you want to see a good Hugo look up KSK on youtube for yourself. I am not knocking the tier ranknings but it just seems odd to me knowing personally how everyone could posibley be. But everything else seems about right to my knowledge.

Why did they weaken Ryu so much in this game? His fireball sucks and his hurricane kick is always ducked because you can see too much animation. Even his dragon punch has gone to crap in SF3.

I'm being serious here. They crippled him in SF3. They destroyed his fireball, dragon punch, and his hurricane kick. These moves are now only good as EX moves. He's still ok in the right hands but he's nowhere near as good as he used to be.

Hmm...Good point Jose. but like f-man said. Ryu does suck IMO. never used him. i always payed more attention to ken and akuma then i did ryu. i just don't like the guy. plus he gets the center of attention too much. ken needs to shine for once. notice how ryu been in almost all crossovers. mvc cvs svc TvsC CFJ etc. c'mon and ken??? mvc cvs wow. ryu just gets to much attention. thats what i hate most about famous character. capcom pays way to much attention to the guy. i think he deserved his "Crippleness" in the 3 series

They made Sean less accessible in 3rd Strike, compared to NG and 2i. His shoryuken isn't as good, his chains aren't as smooth... they even made his sprite physically smaller (he was basically a head/palette swap before).
It's still possible to be good, but you really have to learn his moves and rhythm. Too hard to just pick up and play.

Please, dont say that sean is good. You might be able to beat absolute noobs with him, but against a person who knows what they are doing sean has no chance. Hell, Sean so so punishable that even when your attacks hit you can counter and combo the f--k outta him.

Sean sucks because firstly, his attacks are slow to execute. Also, his version of shoryuken doesn't do as much damage as other versions, and it doesn't cover much horizontal distance either, so it's only good for anti-airing opponents directly above you, and even then you have to time it perfectly, for it is quite slow to execute as well. He has no hadouken, which forces him into melee combat, effectively removing many strategies used with shotokan players. His tackle(the one where he does 2 punches in succession) is easy to block. His ryuubi kyaku (the one where he jumps and does an overhead kick) is easy to parry. His Hadou Burst doesn't do much damage. His Shoryu Cannon can be easily blocked, but does considerable damage if it hits and you mash punch. His Hyper Tornado is easy to block, like his tackle. So, all in all, Sean sucks, even though he is considered a shotokan character.

its pretty funny cause i searched and searched for Sean videos but i can't i know how to use him like a real tourny type pro but yeah the tier is right is extremely hard to beat other characters till you get them on defensive mode then you'll win

Well, like I said, Sean is harder to use than other characters, therefore making him an unpopular choice, but if you want to use Sean efficiently, you have to keep pressing on with high and low attacks, and throwing in Tornado Kicks and Ryubi Kyakus when the opponent is off guard, preferrably EX.

Is free knockdown via throw for your opponent, even on hit, when it finishes. EX a little safer after combo off the close HK.
Basically you have to know how and when to parry attacks to open up any Sean offense, besides tick throws and other mixups in close.
Someone said at some anime convention someone took out 30 people in a row with Sean by being great at parrying.

Because Q is strange,bizarre and weak...
And mostly people lose to him because they had no ideia of what he can do... xD

Sean is kinda dissapointing... Since i'm Brazilian myself,i can't see nothing from Brazil in him.
We don't play basketball that much,and he's pretty much a black Dan that want to be Ken when he grow up... and his moves sucks.

Actually, Sean was one of the best characters in SFIII. Don't believe me? Go play 2nd impact and find out, cause Capcom made a dumb mistake by toning him down.

Wow. A lot of Sean hate. For those who don't know, Sean was nearly god tier in Second Impact. Capcom decided to tone him down way too much, thus putting him in the lowest ranking. It's the same dick move that they did with Vega SF2 > SF4.

Why did they nerf Sean so hard? Instead to nerf top tiers they only should buff the low tiers.

I wish everyone would stop arguing with the tier lsit because ya it is true I mean Qs by far my favorite character but i realize that he is a peice of crap and isnt very good which but ya tiers are real im sorry

@ 2nd impacter, I hope they don't do the same s**t with Sagat and Ryu in SSFIV that would be stupid, they should buff Vega, Guile, Honda, El fuerte, Ken, Bison, etc

There's such a thing as game data on character moves. There are different silly tricks certain characters can do to different characters. Stop getting so hung up on whoever has the bigger dick wins. Some characters just have terribad normals and/or specials because they're too slow, too weak, too punishable, etc. Some characters (LIKE SEAN) just plain suck even if you can pull a couple of tricks out of your ass. Some of his moves look the same as other shotos but they have different properties. Sean CAN win, but he's a joke. He's a silly gimmick, and he always will be. That doesn't make him, or other crappy characters, less fun to play. But anyone who knows anything about Sean will say he is STRONG...and mean that only as a hilarious joke.

I've never played 3s, but I can't for the life of me understand how Capcom could take 3 wacks at this title and still create a game that has such horrible imbalance according to the tier list.
